David Melbourne, Chief Executive

David_Melbourne.jpgDavid gained a degree in economics at Leicester University, before qualifying as an accountant, and completing an MBA. As a senior manager at KPMG, David worked largely in health and education sectors but was attracted to the variety and challenges of a senior role within the NHS. He had experience in various Director of Finance roles in Derbyshire and Lincolnshire before moving to Heart of Birmingham Teaching PCT where he was Director of Resources and Deputy Chief Executive. 

David also helped establish a social enterprise in Birmingham – the Health Exchange – that provides health promotion advice to disadvantaged and hard to reach communities. He is a Board Member and Chairs its Finance Committee. He was awarded the NHS Finance Director of the Year in December 2011 by the Healthcare Financial Management Association (HFMA). 

David is the Chair of the NHS Midlands Procurement Board and a member of the national Procurement Customer Board. He is an active member of the HFMA and chairs the West Midlands Finance Staff Development Committee, West Midlands Procurement Staff Development Committee and the HFMA Digital Council. He is a past president of the West Midlands HFMA.  

David has spent over a decade at  Birmingham Women’s & Children’s NHS Foundation Trust, for the last eight years as Deputy Chief Executive and Chief Finance Officer and has been interim chief executive on three separate occasions. He has led various major change projects during that time including the merger between Birmingham Women’s and Birmingham Children’s Hospital and the development of Waterfall House, accommodating cancer, rare diseases and surgical services for children.  

More recently, David was seconded from BWC in April 2021 to support the establishment of the NHS Integrated Care System (ICS) as the Programme Director. 

In November 2021, he was appointed as Interim Designate Chief Executive of the Integrated Care Board, leading the health arm of the ICS and providing leadership during the transitional period.
